Dublin Cycling Campaign Statement on the Fatal Road Traffic Collision in Dublin City Centre on Wed 01 April 2026

Dublin Cycling Campaign expresses our sincere condolences on the death of a cyclist, a Brazilian man in his 20s, in Dublin city centre yesterday (Wed 01 April 2026, just before 1pm). He was named this afternoon as Johnny Santos.

The collision happened at the junction of Middle Abbey Street and O’Connell Street. The motor vehicle involved was a four axle heavy goods vehicle cement mixer truck.

Our thoughts are with the family and friends of the deceased man.

We will await the release of further details on the incident before commenting further on this crash.

However, we note here that heavy goods vehicles are strongly over-represented in road traffic collisions in which people on foot or on bikes are killed, and that several major construction projects are planned for Dublin in coming years which will bring many more heavy goods vehicles (HGVs) to the streets of the capital.

Additionally, we have serious concerns about the enforcement of the HGV permit system (noting that this tragedy involved an exempt vehicle type). Concrete delivery trucks (4 or 5- axle rigs) are disproportionately represented in bike users’ “Killed and Seriously Injured” collision statistics (KSIs). The existing permit system must be extended to all HGV types and properly implemented and enforced. The government’s Road Safety Strategy, 2021-2030 is committed to ‘VisionZero’ by 2050 with a 50% reduction in all KSIs by 2030 (see below).
