Quick Build Cycle Infrastructure - Why can't we do it here in Ireland?

In this article below, published on Engineers Ireland website, and submitted as a paper for Veo City Conference 2017 in Nijmegen, Holland, by the Irish engineers involved we see how an amazingly iconic cycle/walking path was conceived, designed and constructed within a 15 month period. Of course this did not happen here in Ireland, but in far away New Zealand! When we view the tortoise-slow progress on so many cycling projects here in Ireland, and of course the latest slow down in funding from an already miniscule cycling budget, can we learn lessons from this type of project? Can it give strength to campaigners and designers to forge ahead with some of our proposed major cycling projects?
